Damage is (apparently) increased by continuous fire.
Laser Rifle Operation gives a 5% reduction to heat build up per level. Holding the trigger down from 100 (full mag) to overload will leave you at 20 left in the mag with the skill at level one.
Laser Rifle Proficiency gives 5% increased cool down.
So, I'm curious as to why it's necessary to have the proficiency skill give increased cool down when the object of the weapon is to deal continuous fire - thereby increasing heat build up. It seems self defeating to have a weapon that - I can only assume - at level five will not overheat have increased cool down... Shouldn't the proficiency skill have something a bit more worthwhile like increased magazine capacity..?
EDIT:
Level 3 Laser Rifle Operation will prevent heat build up from ever overheating your weapon, emptying the entire "magazine" before such can occur.
Only actual benefit from having the skill beyond Level 3 is to access the Prototype model.
Proposals Thus Far:
Negate the need for a Magazine, firing from a single ammo pool (your maximum ammo).
Change Laser Rifle Proficiency to output more damage.
Change Laser Rifle Proficiency to output a larger beam.
Change Laser Rifle Proficiency to hit their "warm up" period faster, outputting their accelerated damage earlier on.
[*] Give increased damage to the ELM-7 Laser Rifle to signify at least some return for spending money on the weapon. |

If u've ever overheated a laser ull find that you cannot reload or run ect during the cool off cycle leaving you vulnerable. Hence the 5% to cool down skill necessary.
Right, but that's what we're getting at. L3 Operation and you'll never overheat that weapon, so it's a little silly.
Honestly feel that Proficiency should make the beam larger, but that's just my opinion - make the weapon more useful as a whole just as Assault Rifle Operation reduces recoil and reduces the dispersion.
This is not to say that I disagree with the Single Ammo Pool proposal, I like that as well |

Also I come to find out that the only benefit to using an Advanced (ELM-7 Laser Rifle) over Standard is that it takes longer to heat up and cools down faster. Not that it honestly matters considering the skills.
The Prototype model does get a pretty hefty damage increase, however. |
